Flat roofing is among the most frequently flagged elements in a property survey, and one of the first questions buyers ask when they spot it during a viewing. Whether it covers an extension, a garage or the whole property, this type of roofing brings a specific set of risks and maintenance considerations that any survey will assess carefully. Why flat roofing is flagged in surveys
Flat roofing is generally a point of concern in surveys because it is viewed as higher risk than pitched alternatives. The materials are less durable than those used in traditional construction, and this type of roofing is more prone to water damage because of the reduced fall on the surface.
Surveys frequently flag flat roofing because of its shorter and more limited lifespan, and its greater liability to failure. This in turn leads to the need for disruptive repairs or complete replacement, which can be expensive.
But a property having a flat roof does not automatically mean there is a problem. Even where there is no immediate cause for concern, findings will highlight the condition and likely maintenance requirements so that the buyer has a realistic picture of future costs. Where defects are identified, the report gives the buyer sufficient grounds to renegotiate the asking price.
Will a survey check the condition of the flat roof?
Yes. Both the RICS Level 2 and Level 3 surveys include a visual inspection of the roof covering, using cameras, poles, binoculars and ladders where it is safe to do so. In some instances, a drone fitted with a camera may be used if licensed and conditions permit.
The survey will assess the roof's condition, the material used, its approximate age, the quality of installation and how it drains. Internally, it will look for any signs pointing to the roofing as a causal factor in other defects, such as staining on ceilings from historic or active leaks.
If the roof is too high to access safely, the results in the report may be limited and a professional roofing assessment recommended. The inspection is visual only and non-intrusive. The materials will not be lifted to check underneath, and the roof will not be walked on unless clearly safe to do so.
A Level 2 survey notes the condition and approximate age of the flat roof covering and flags any visible concerns. A Level 3 survey provides a more detailed assessment and is more likely to recommend a specialist follow-up where the roofing is extensive, ageing or showing signs of wear. For older properties or those with a significant flat roofing area, a Level 3 survey is generally the more appropriate choice.

Common roofing defects
Flat roofing has its own specific defects that any survey will look for.
Visible sagging
Sagging is an indication that the supporting structure is failing — for example where timbers are broken or rotting. There may also be obvious dips in specific areas, indicating a concern with part of the deck structure. These dips allow rainwater to pool and pond. Discolouration and moss growth are common indicators, and the covering may have holes or lesions allowing water through to the structure below.
Ponding and drainage failure
Because of the reduced fall, water can struggle to drain away adequately, leading to pools forming on the surface. Standing water degrades the covering material over time, shortens its lifespan and frequently leads to leaks in the structure below.
Lifespan and degradation
Dependent on the material used, the lifespan of a roof covering is significantly shorter than those used on pitched roofs. Traditional felt needs replacing within 10 to 20 years, and most materials degrade with exposure to rainwater, ultraviolet damage and debris impact in high winds. Blistering, cracks and tears in the membrane will worsen if left unchecked.
Flashing failure
Flashings are the metal strips, usually lead, which create a secure protective joint where the roof meets a wall or a skylight. Where flashings fail, water can travel underneath or through any cracks that have formed, causing damage to the timber structure and ceiling below. Issues can go undetected for a long time if the roofing is not regularly inspected.
Internal condensation
Some roofing construction, particularly older designs, can have poor internal ventilation, allowing moisture to become trapped between the covering and the insulation below. This leads to rotten timbers and, if left unchecked, can eventually threaten the structural integrity of the roof.
Poor installation

Poor maintenance
All parts of a property need regular inspections and maintenance, and flat roofing is no exception. Without regular upkeep, minor issues become major ones. The condition of the roofing will inform the survey's view on its remaining lifespan.
Some insurance companies specifically exclude certain materials, such as older felt, from their roofing cover. Without adequate insurance, your mortgage lender may require an expert report and an action plan before they are willing to proceed, which can cause delays to the purchase. Roofing material lifespan
The material used to cover a flat roof will determine its likely lifespan, assuming good installation and a reasonable maintenance plan. This matters for buyers because it affects what you should budget for in the coming years, and helps you assess the significance of what the estate agent means when they say the roofing was last done fifteen years ago.
Traditional felt - at least one layer of bitumen-coated felt. If regularly maintained, expect a lifespan of between 10 and 20 years.
Fibreglass (GRP) - glass reinforced plastic, durable and waterproof, often seamless where laid properly. Lightweight and therefore places less stress on the structure below. Expect a lifespan of between 20 and 30 years.
EPDM rubber - a durable synthetic rubber membrane, water-resistant, flexible and stable under ultraviolet exposure. Originally popular in commercial roofing, it is now widely used in residential properties. Often laid in a single piece. Expect a lifespan of 20 to 30 years, frequently more.
Single-ply - a flexible, lightweight single sheet of synthetic polymer or rubber, widely used in both commercial and residential roofing, fixed using mechanical fasteners or ballasting. Expect a lifespan of between 25 and 40 years or more.
Liquid membrane - a liquid rubber or polyurethane coating applied by brush or roller, highly water and weather resistant, and able to accommodate movement in the structure below. Expect a lifespan of between 15 and 25 years.
Green or vegetative roofs - designed to support wildflower and meadow growth, encouraging birds and pollinators. The additional weight of the growing medium and retained water means the supporting structure must be adequately engineered for the load. Expect a lifespan of 30 to 50 years, though this requires a robust maintenance plan.
Replacement and repair costs
When a roof covering is too degraded to maintain, replacement becomes necessary. Telltale signs include persistent blistering, tears, pooling, flashing failure and active leaks.
Costs depend on the size of the area to be covered and the material chosen. Like-for-like replacement is not always necessary — some materials offer better long-term value even at a higher initial cost. As a rough guide, current UK costs per square metre are:
- Traditional felt: £40-£80
- Fibreglass (GRP): £90-£120
- EPDM rubber: £80-£100
- Single-ply: £60-£150
- Liquid membrane: £130-£150
- Green or vegetative roof: £50-£200 or more, depending on type

Frequently asked questions about flat roofs surveys
Is this type of roofing a problem when buying a house?
Not automatically. Roofing in good condition, with a reasonable amount of life left in the covering material, is not a barrier to purchase or a mortgage. The concern arises when it is old, poorly maintained or showing signs of failure. A survey will tell you where it sits on that spectrum before you commit.
Should I walk away from a property because of a flat roof?
Rarely, on the roofing alone. The more useful question is what condition it is in and how much life remains. If the survey shows the covering needs replacing within a year or two, that is a cost you can negotiate into the purchase price. If there is evidence of long-term water ingress that has damaged the structure below, that is a more serious conversation.
The estate agent said the flat roof was done 15 years ago. Is that OK?
It depends on the material. A felt roof replaced 15 years ago may be approaching the end of its serviceable life. A fibreglass or EPDM rubber roof at the same age likely still has a decade or more to go. Ask for any documentation on the installation and warranty, and let the survey assess the current condition of your roof.
Will this type of roofing affect my mortgage?
It can. Lenders assess the material, age and condition of the roof and how much of the total area it covers. A small section over a modern extension in good condition is unlikely to cause issues. A large, ageing felt covering a significant proportion of the building is more likely to prompt questions. If the lender requires a specialist report, this will need to be completed before they confirm their offer.
Level 2 vs Level 3 survey: what changes for flat roofing?
A Level 2 survey will assess the visible condition and note any obvious concerns. A Level 3 survey provides a more detailed inspection and is more likely to include a recommendation for specialist follow-up where the flat roofing is extensive, old or showing signs of wear. For any property where flat roofing covers a significant area, or where condition looks questionable from the viewing, a Level 3 is the safer choice. Can the covering be repaired rather than replaced?
In some cases, yes. Where the defect is isolated to a specific detail or small area, targeted repair may be adequate.
