Home Buyers Survey in High Barnet

RICS Level 2 Survey

Should I choose a Full Structural Survey, RICS Level 3 Survey or RICS Level 2 Survey for a property in High Barnet and which one is the cheapest?

The Full Structural Survey has a new name called a RICS Level 3 Survey, although it is basically the same the same comprehensive survey.

If the High Barnet property is a flat, or is a period property, or has been extended or modified, or is built of unusual materials (e.g. timber frame), RICS advise the cheaper RICS Level 2 Survey.

If you intend to make an extension, it would be better that you book a RICS Level 3 Survey. This more detailed survey is not as cheap as a RICS Level 2 Survey however it will offer exhaustive analysis of the High Barnet property's general condition as well as advice on defects , general repairs and maintenance options .

Timber damage by insect larvae

Will pests affect the purchase price of a property. What advice should we get?

Buyers should be aware that there is no legal obligation for a seller to report on an infestation. It may not be obvious that a property is suffering a severe pest problem, as evidence can be overlooked, for example, carpet beetle larvae, or 'woolly bears' may be recognised by distinctive round bite marks along seams of clothing. Able to survive months without food, there may initially be no obvious evidence of their presence. Treatment for pests may include destruction of tainted materials. If investigation does uncover a problem, consider speaking to the seller to ask that they deal with the issue prior to exchange.

Asbestos roof tiles

A High Barnet builder commented that there could be powdery asbestos soffit boards situated in the ground floor flat. What is asbestos and is it hazardous?

Asbestos is a carcinogenic fibrous material. The 3 main types are Blue, Brown and White are often building materials including central heating flues. Its use is widespread, for example - as it has very good fire retarding properties, it may be found in garage roofs.

All forms are hazardous and can lead to lung cancer if inhaled over sustained periods. If found, care should be taken on no account to displace it. Professional advice should be sought as soon as possible.

Surveyors cannot test for asbestos on a survey. Surveyors will mention potential asbestos risks and should offer advice.

Gas flame

Does a chartered surveyor look into the condition of the gas installations?

A local surveyor will locate and visually check out the accessible parts of the gas system. This will mean gas related areas such as the mains gas installation at the property, as well as gas connected fittings like flue/chimney maintenance. The High Barnet RICS surveyor will not remove the gas fittings and surveyors are not qualified to do any tests of any kind on the appliances or system. You should never attempt to fix gas fittings your self as it can be deadly, should you have any concerns relating to gas installations, contact a gas safe engineer.

RICS Level 2 Survey valuation

I'm confused - which surveys include a valuation and an estimate of rebuild costs for insurance purposes (including additional costs such as reconstructing permanent outbuildings) and how is it calculated?

The RICS Level 2 Survey includes a professional valuation in addition to a rebuilding cost. To estimate the valuation your RICS valuer will call upon knowledge of High Barnet and other things about the property e.g. state of repair.

The surveyor will also consider construction type and will use key assumptions e.g. there are no dangerous materials. Surveyors don't factor in things like sales incentives.

Further High Barnet conjectures, for example the access roads not being in private control, are made as well as any significant High Barnet environmental problems like mining activity, which will also be factored in. A RICS Level 3 Survey does not include a valuation as standard. However we can add a valuation for a small additional fee. Alternatively a Property Valuation Report (PVR) can be carried out.
