Should we opt for a HomeBuyer Report, Full Structural Survey or Building Survey on a house in Stockwell and which one is cheaper?

The Full Structural Survey has a new name called a Building Survey and is effectively the same survey.

The neighbour commented - saying there is a concern of asbestos sprayed on coatings concealed in the flat. What are the issues with asbestos, can it be removed, ?

Asbestos is a noxious substance. Chrysotile (White), Amosite (Brown) and Crocidolite (Blue) may be in building materials such as asbestos blocks. Its use is widespread, for example - as it has characteristic fire retarding qualities and it may be found in asbestos packing in stud walls. Technically all forms (including white) are ultimately hazardous and can lead to lung cancer or asbestosis following prolonged exposure. Care should be taken if asbestos is discovered however, on no account to disturb asbestos. Professional advice should be sought urgently.

Surveyors do not confirm the existence asbestos on a survey. However, surveyors will mention the risk of asbestos and should suggest experts are consulted.

RICS Homebuyer Report valuation

As well as reporting on condition, will I get a valuation and reinstatement cost estimate (including costs for professional fees) and how is it calculated?

A Homebuyer Report will contain an independent valuation and a reinstatement cost. To estimate the correct valuation your surveyor will use experience of property in Stockwell and other things relating to the property e.g. general condition Surveyors also evaluate materials used and will use key assumptions such as it is connected to mains services.
